When a dog has been bitten by a flea they will sometimes lick and chew the paws because of fleas.

I have  been told by veterinarians that this was a good idea when my dog  was hit by a car.  We had a long drive to the vet on country roads and  all that bumping and jarring would have caused him more pain if we had not stabilized his broken leg and tail

Sometimes a dog will lick just to give himself some comfort. It’s kind of like a person who is wringing their hands. It’s a comfort thing.

Give them a pat on the head and a dog cookie and see if you can change the behavior from licking to maybe playing with a ball.

I’ve seen lots of dogs licking their feet because of boredom. Play with your dog and give them lots of love even if they have fleas!
